"Please Wait" on boot while connected to Dell Docking Station

We're having an issue with several workstation setups. It's a mixture of Dell Precision 3580, 3590, and 3591 laptops while connected to Dell Docking station models WD19DCS, WD19TBS, and WD19DC with two Dell P422H screens connected and a Logitech wireless keyboard and mouse combo. The laptop will get stuck at the windows "Please Wait" screen from a cold boot or restart. If you unhook the docking station while on the "Please Wait" screen it will never get to the login screen, but if you hold down the power button to shut off the laptop and boot it unhooked from the dock it comes up to the login screen fine with no "Please Wait" screen. If you leave the laptop connected to the dock it never passes by the "Please Wait" screen we've left it for over 30 minutes to see if it would eventually gives some kind of error message or freeze up.

We've tried the following so far:

- Turned off USB power from the monitors (In case it was drawing too much power from the dock)

- Turned off "Fast Startup" in windows

- Updated the laptop and docking station to the latest recommended Dell firmware/driver updates

- Installed the latest version of Windows 11 cummulative updates

- Tried turning off the Thunderbolt settings in the bios

- Turned off any additional boot devices (such as network booting)

- Ran SFC /Scannow

- Ran DISM.exe /online /cleanup-image /restorehealth

- Unistalled all Dell Support Assist Software (OS Recovery, etc.)

- Turned off all settings in the Dell Optimizer (Except for the Audio)

- Tried unhooking all USB devices from the docking station except for 1 monitor connected via a DisplayPort cable

- Tried unhooking the ethernet cable, so that it would connect to the wireless instead

It doesn't happen to all the laptops, just a handful of each model. Every laptop gets setup the same, so no settings are different. Nothing in the event viewer logs about errors.
