No display after Windows 11 Restart

I have Dell Precision 5690 notebook with Windows 11 (all Win updates installed and all Dell Command Update updates are installed), and Dell U2719DX monitor connected via USB-C cable. I configured Windows to display to the monitor only when it's plugged in (and to the laptop screen when it isn't).

This works well EXCEPT one case - if I Restart Windows. After Restart, both screens are black and the laptop is infinitely spinning its cooling fan and heating up as though it's doing something.

The way to recover is to press Power on the laptop to hibernate it, then press Power again to wake it up - then it displays to the external screen as expected and all is working well until the next Restart.

It has been behaving like this since brand new out of the box this August.

Actually, this is happening with 2 different external Dell monitors, different USB-C cables. The monitors behave normally with other Dell and non-Dell PCs. Which points quite squarely at this Precision 5690 notebook as the problem. Over the last 3 months Dell Command Update pushed 2 or 3 BIOS updates into it, which suggests it was kicked out of the door too soon...
