Manual fan control

I have a Precision 7680 with a 13th gen i9 and laptop 4090. 

Under normal to heavy workloads, both my cpu and gpu temps are constantly over 95C. I was wondering is there a way that I can force the fans to run at full speed in order to keep these temps down?
