Horizontal pink lines appear when turning on the Dell Precession 7530 laptop

When turning on the Dell Precession 7530 laptop (2 video cards - Intel + Quadro), when the Windows 10 (x64) desktop starts to display, sometimes horizontal pink lines appear at the bottom of the screen. The stripes are not static, they move from the bottom of the screen to the top.
I realized that if at this time I change the refresh rate in the Windows screen settings from 60 Hz to 48 Hz, the problem disappears.
All available updates have been installed through the Support Assist program. All the latest Windows 10 updates have been installed.
What could be the problem? Is this a software or hardware problem?
