Help | Precision M7720 Error
Hello,
While shutting down our Precision M7720 laptop, we hastily selected "Update and shut down." Unfortunately, the power adapter was not plugged in at the time. The next morning, when we tried to turn the computer on, it wouldn’t start.
Here’s what we tried, based on our previous experiences:
We disconnected and reconnected the touchpad/keyboard flex cables,
Removed the internal battery,
Removed the external battery,
Tested the RAM modules one by one,
Tried a different power adapter.
Despite all efforts, the laptop still does not power on. When I press the power button, both the power button light and the LED power light turn on for about 20 seconds, then turn off. During this time, the screen remains completely black.
According to Dell's support page, with the power adapter disconnected, you should press and hold Ctrl + Esc, then plug in the adapter. When the Caps Lock light (or keyboard backlight — which this model doesn’t have) turns on, you are supposed to release the keys, and a BIOS recovery screen should appear.
However, in our case, the power button and LED light turn off after 20 seconds, just as before. The Caps Lock light does not turn on, and the BIOS recovery screen never appears.

Hi
Hope this helps...
You may already have covered the above.
Otherwise put your Service tag into Dell Support and look for a BIOS Recovery file.
It may match to the one below, but DO DOUBLE CHECK please.

Hello,
The computer still won't turn on without the battery.
I removed the BIOS battery, but the computer still won't turn on.
I removed the RAM sticks and tried installing them one by one and attempting to turn it on each time, but the computer still won't turn on.
I learned that some flex cables in this model are known to have chronic issues, so I tried removing them and turning it on, but the computer still won't turn on.
Even after disconnecting and then reconnecting all the flex cables and trying to turn it on, the computer still won't turn on.
When the power is disconnected, if I press and hold Ctrl + Shift while plugging in the power cable, the power button light on the computer turns on. So, it's acting as if the button is pressed and power is being supplied without me actually pressing it. However, there's still no display. After 15 seconds, the light on the power button turns off. So, the BIOS reset section isn't opening. I tried inserting a FAT32 formatted USB drive containing the BIOS files, hoping it would load from it, but there's still no display. Throughout all these steps, the fans absolutely did not start; they didn't run at all.
I might not have fully understood the image you sent in English, possibly due to my limited English or some of the terminology used. Therefore, I've listed what I've done as bullet points, hoping that you might be able to draw a conclusion from what I've said and perhaps suggest another method to try.

Sorry, but I fear you have a DEAD CPU.
I suggest a local repairer or Dell to take it further.

Hello again,
Are we sure it's a CPU failure? It seems more like a motherboard issue to me. If it were the CPU, shouldn't there be an error code or the LED lights lighting up according to the diagnostic sequence?

Good point.
