Dell Precision 7740, power limit problem

I have the dell precision 7740 with the I7-9850H and RTX 3000.

The problem is that the GPU is always limited to 23 watts and 300mhz and when I run furmark or OCCT, the GPU is at 100% usage, this also is the case when I try to play games, Minecraft only goes to 50fps on high settings but with render distance at 10 and blend at high only when I try the fix mentioned below it goes to 120.

I had a 180w adapter before and I thought that was the issue because the laptop needs a 240w one, but I got one and it still has the same issue.

I found a solution online to fix this issue by disabling the GPU from device manager and enabling it again and that WORKS, but after restarting it goes back to the power limit for some reason.

I tried using DDU and installing drivers from NVIDIA, DELL, Windows Update, all didn't work, I also tried reinstalling the intel GPU driver from dell, I tried deleting precision optimizer, tried using the ultra-performance in dell power manager and performance plan in windows and also maximum performance in NVIDIA manager.
