Dell Precision 7560 in-built CPU cooling fans do not work properly and make the idea of a Workstation Obsolete by cooking the system

I have a Dell Precision 7560 and the issue with this Workstation is that it likes to heat and cook itself up even when Idle. I have tried everything to keep it cool but nothing seems to work because, my guess is, that it was meant to bake breads and fry eggs rather than some serious computing. The following steps have been taken with no result at all:

a. Reducing GPU Load: Setting the Intel Graphics and NVIDIA Graphics settings for least Quality improvement.

b. Updating regularly all Microsoft Drivers through Windows Update.

c. Updating and Boosting System using Dell Support Assist.

d. Keeping the Startup Apps to a Minimum.

e. Having sufficient Disk Space on my SSD for both drives (C: and D:).

f. NVIDIA Graphics RTX 3000 is rarely used but still manages to be the runner-up in temperature list with passing the 60 deg C and touch 70 deg C even on idle with no background apps. (A testimony is attached as an Image below). 

g. CPU Cores top this list by keeping their temperatures high enough by touching 80 degree Celcius on Idle.

Finally, I have only one choice to use a 5-Fan Cooling Pad to keep the temperatures stable (not low), stable enough to not make it uncomfortable for me to work on it because of excessive heated Surface and Keypad.

But the thing is that one cannot carry a cooling pad everywhere, as it defeats the purpose of having a "mobile system".

My suggestion will be to rev-up the Fan speed and make it having two PI Loops with Temperature Loop being the Dominant Loop and CPU/GPU/SSD Load being the Subservient Loop (i.e. if temperatures are still high and the CPU/GPU/SSD Loads have gone down, then the Fans will keep running at high speeds until the system has been cooled adequately. Also, work on your temperature data base which revs-up the fan.

i have the same issue, i hope i could figure it out and solve the overheating issue.
Is there any updates that solve your problem could help me ?
