Dell Precision 7540 XEON Amber light when power button is pressed. No boot or any lights

Hi everyone, so i have this Dell precision 7540, that’s basically dead. When the power button is pressed the amber LED lights up, no fan spinning or any other light. when the power button is let go, the light goes out as well. Mind you this is when AC adapter is plugged. No action on battery. Tried replacing the battery and charger, again same result. What could this be?
