Yes, this may be possible, but only while the laptop is turned off. Your phone charger likely does not have sufficient wattage to power the laptop while it is running, and because the charger would not be recognized as a Dell charger it would likely not charge the battery. When the laptop is turned off, your charger may charge the battery, but slowly due to the lower wattage.
