Dell Precision 3560 randomly capped at 200 MHz when on battery

Did anyone faced, and eventually solved issue I'm experiencing on my business Dell Precision 3560?
(I cannot ask our company tech support as I'm part of our tech support :D )

It happens randomly when I disconnect power cable from laptop, CPU gets capped on 200 MHz. It does not happen every time and appears to be random to me. I then just need to connect cable back and disconnect to get CPU to run higher than 200 MHz. Sometimes I need to repeat multiple times.
It happen on this laptop since I got it and it looks Windows or BIOS version does no matter in this case. It happened on Windows 10, and also on different builds of Windows 11. I also went through at least 15 BIOS updates since I first noticed this issue. Also reinstalled Windows once (from official MS iso, formatting disk). Drivers updated on regular bases, same with BIOS (corporate policy). Did not find any related settings in BIOS.
Anyone experience similar issue and eventually solved it?

@DELL-Jesse L​ Ok, thanks. Warranty is ending by end of April so I'll try chat support once I'll find enough time between workload.
