Upgradation
I have a Dell Precision 7810 XCTO with Single E5 2630 v3 Xeon pr9cessor, 32 GB ECC 2133 hz RAM (8GBx4). Now i want daul processor and 64GB RAM.
My questions arr as
1. Can i use a different processor or not?
2. Can i use 2633Hz additional RAM or should i changed all.

Both processors must match stepping and revision and part number.
No such thing as 2633 ram Must be Registered ECC 2666 Ram

Just like the processors the Rank Speed, Vendor must all match and ram is paired.
So if you have 2 modules for CPU1 you must have 2 matching Modules for CPU 2 and so on.
The side panel inside the cover usually has a picture of the ram configuration.

To get this information you need to log on to support, enter your model number, and most importantly Enter your Service Tag Number.
That will open all the hardware information on your Particular Unit, You should download and read your Service Manual there you will find out how to open your Unit.
This should give you the upgrade paths available for you.
RAM is best set up in Sets of 2-4-6 etc. You can attempt to keep what you have by matching the Brand Type, Speed, Voltage, and Timmings exactly. Sometimes different brands will work together as long and the other specs are exact matches. Dell MB seems to be very sensitive to RAM so even exact matches may not work. Crucial has a RAM calculator that will give you what their RAM will work on your particular Unit. that is your best chance of getting it right the first time.

IIRC, you need to use the exact same CPU. For the 2630, you can count on about a 40% kick in processing power. A big advantage is that 2630s are cheap. About 25 bucks on ebay. You'll need a CPU cooler too. About 60 bucks.
The spec for memory is RDIMM DDR4 PC4-19200 (which is 2400 Mhz, not 2633). Even the fastest E5-2600 v4 series processor only claims to support 2400Mhz memory. Your v3 CPU only utilized 1866Mhz. On the plus side, using two CPUs doubles your memory bandwidth.
You may want to consider spending an extra 80 bucks and buying two 2630-v4, as these use the faster 2133 Mhz memory. Or you could try to find a machine with better V4 CPUs so that you can use the 2400Mhz memory. This requires a lot of ebay foo and time.
But to answer your original question, if you want to add a CPU it has to be identical. Adding a CPU doubles your memory bandwidth and (with your current processor) should increase speed for some typical tasks by 40%. And utilized memory speed depends on and is limited by the processor. Also my preference to avoid problems is to install memory sticks that are all similar. BTW, you could probably put all new 2633 memory in, and it would work, but the CPU you have will only use 1866Mhz.
