t7500 boot issue with 2nd cpu riser installed

I get this code and full fan speed on a t7500, but only with the 2nd cpu riser installed. Without the riser it boots fine. I've tried resetting the bios, swapping CPUs back and forth, and various memory configurations. Anything else to try before replacing the riser card?

First, before resetting BIOS, did you replace the size 2032 CMOS battery? Bad batteries affect BIOS and therefore PC operation.
Replacing the riser card isn't a bad idea. BIOS should automatically recognize it. If not, BIOS may be corrupted and motherboard replacement is in order.
Up to you how much effort you want to put into that system due to its age.

When I couldn't make my reply post in Chrome, I sent a direct message. Many duplicates since I was still having trouble with it. I switched to Edge and then the site worked.

@bradthetechnut The PC came to me from a friend with a full fan no-boot at all condition, even without the riser card, and a replacement motherboard fixed that. I haven't considered replacing the cmos battery, but I'll give that a go. Sounds like the previous motherboard and the riser card might have went bad at the same time for some reason.
