Precision T1700 mini tower power supply
First, this is the smaller Mini tower, NOT the SFF.
Windows 10 Pro, 16 gigs ram, Xeon E3-1200 v3, 250Gb SATA hard drive - 150Gb free space.
My long-term project for this machine is to convert my sizeable collection of old VHS movies to mp4s.
Need to replace my stock power supply as the original seems to be dying. I use 5 USB devices (this model has 10 USB ports) - keyboard, mouse, printer, and two external 2.5 inch hard drives. The other night, it failed to display video and troubleshooting drilled down to my NVidia Quadro K600 having died so I replaced it with a working card and things went fine - until I took the PC back to my desk, plugged in my 5 USB devices, booted it up - no video. So I unplugged the two hard drives, did a cold boot - video came back.
1. Which more potent power supplies can I use in this?
2. Recommended CPU compatible video cards?
3. What would it take to switch to an internal SSD hard drive; i.e., will I need a caddy adapter?

I think that if the plan was to upgrade the whole pc, you would have had way more options that could be discussed (options that already included having a beefy psu without the need to do modifications).
A small form factor is the most limiting setup in allowing you to do what you want, in general.

1. EVGA BR 750w
2. Some compatible GPU's listed at userbenchmark. If there's one you're interested in, be sure to check (Google) psu requirements. I am doubtful that any of the listed GPU's will exceed the 750w requirement, but it doesn't hurt to check.
3. Adapter goes in the original blue caddy. Orico adapter on Amazon

Sorry for the confusion but I misspoke.
My T1700 was advertised as the mini tower, which I thought was smaller than the SFF, but it's actually the other way round, and I do, in fact, have the SFF so none of the options you suggested will fit my case. But your suggestions are great just the same because I worried that my current system is a 2013 model and likely more is soon to fail than just the power supply and video card.
So instead, I just bought an Optiplex 3420 SFF manufactured in 2018 according to the Dell Service tag on the case.Should arrive today! So now I need to know if any of your suggestions will also work in this new unit.

The SSD adapter will, but not the rest of it.

There isn't an Optiplex 3420 SFF, but there is a Precision 3420 SFF. Google the spec sheet for it. It should have a list of GPU's. Userbenchmark went with the tower on me and not the SFF.

Yeah, think it's best if I move to a full ATX case to get to where I need to go. For my current limited-space other needs, I just got a 2018 "Precision Tower 3420" SFF - Xeon E3-1240 v6, 256 SSD HD, 32 gigs ram, 2 Gb NVidia Quadro 620 vid card, 240 watt PS for only a few bucks more (free shipping was nice) than the cost of all the parts that are failing in the T1700, and I'm already liking it much better. (I do have the tiny Optiplex 3020 micro I'm using for my HTPC. Like it, too, for that purpose!)

If you want a new Optiplex that can power thru business +.be good for gaming, the Optiplex 7080 has an optional 500w PSU. Also, if you don't know already, keep in mind Optiplex towers haven't been full-size for some time now, so full size aftermarket PSU won't fit. But at least some of the Optiplex's have good power options. Optiplex 7080 Spec Sheet There is also a 7090.
Any Precision's you might be interested in we can always research too.

My hobbies are CAD drawing and 3D rendering interior designs, but my pet project is converting appx 500 B-Western movies from VHS to mp4 before the tapes deteriorate. They've been stored in a controlled environment for some time, but tape is tape.

Precision T1700 Workstation with Optional 365W power supply and RTX 4000 video card is the way to go. About the same cost as a 7080 model but fully compatible with Cad And video workloads. Fully VR Capable and although not supported by Dell or Microsoft Runs WIN10 and WIN11 just fine.

These models are what I advise my clients to buy where they put almost all of the cost of the money into the GPU which can be used later on with newer models etc.
