Precision 7920 Tower fan control

I recently purchased and started setting up a 7920 for video editing. While applying a Windows Update on restart, there was an alarm and the computer shutdown. Though there weren't any entries in the BIOS log, I believe it was a CPU overheating issue. I'm using 2 Xeon Gold 6138 CPUs. Everything is oriented properly and the fans are working. While the system was running, all the fans stayed at a low RPM.

Once the system cooled down I checked the BIOS. All fans were set to automatic, but the MAX fan speed was set to Zero. It's my understanding that the MAX speed is supposed to affect the fans in auto mode. I set them all to 100%, but now they're running at 100% all the time.

Having them set to Auto at 0%, the RPMs don't increase and the system overheats. Having them set to Auto at 100%, it doesn't overheat, but the fans never slow down. What am I missing?

One other oddity, if the system is on without being booted into the OS, the fans will ramp up.

I made a mistake in this post. When setting the percentage, it isn't setting the max speed, it's setting the minimum speed. That being said, with all the zones set to auto, and the minimum speed set to 0%, the fans still don't seem to increase their RPMs when Core temps start to rise. I've run SpeedFan, which will only give the temp of the first 8 cores. As I ran Support Assist to check hardware, it was able to increase fan speed, but when it moved on to the next test, the CPU temps started to rise, but the fans remained constant.

While the system is sitting relatively idle, temps on the first 8 cores are below 20C, but they can quickly rise to over 40C without the fans increasing RPMs.

Nothing is wrong with your fans or temps. What you described sounds like entirely normal thermal behavior. The fans stay near idle on auto until around 75-80c and slowly ramp. Change the thermal profile to performance if that bothers you but the fans rarely if ever ramp up with such low wattage CPU's.

Your system doesn't sound at all like it overheated the CPU's would have thermally throttled and usually throttle to the point the system is painful slow but it would only shutdown more than likely if the heatsink was missing 

You have a higher chance that you have a problem with a case switch(es) as that will sound an alarm for 5 seconds and power off if any cover is removed while running . There's a switch in back and on the front. I have my switches disconnected as I found this behavior undesirable while diagnosing things and one of my switches did fail causing shutdowns
