NVMe Gen 5 in 7960

I have installed a pcie gen 5 NVMe ssd in the M2 FlexBay of my 7960 tower but only get gen 4 performance. I have gen 4 hardware on both gen 5 pcie slots (1 & 5) and a gen 4 boot drive. Should I be able to get gen 5 performance? Is the other hardware interfering with this? If not why not? Can anyone help on this please?

To update this: I have found that I can only get gen 4 speeds in the two M2 flexbays on my 7960. I can get gen 5 speeds using ultraspeed duo and quad cards on a PCIe 5.0 card slot (Slot 5, my GPU is on the other) provided the gen 5 drives are in the first slots. I also have an ultraspeed duo card on slot 8 (PCIe 4.0 x 4) which does not interfere with this. If I place this card on slot 7 (PCIe 4.0 x 8) the drives in slot 5 revert to gen 4 speeds. I have no SATA drives on this workstation but if I put a SATA drive in the SATA bay it affects the drive numbering for all drives. I have also noticed some issues with the USB bus. This may sound weird but it seems that where devices are located on the PCIe bus can affect drive numbers and order seen by the OS and whether PCIe gen 5 devices can actually get gen 5 performance. This also seems to affect USB devices with conflict between front and rear, and USB-A and USB-C sockets. Has anyone else experienced any of these problems with the 7960 or other Dell workstations.

Sorry, slot 8 is PCIE 4.0 x 16.
