Noisy CPU heatsink fan on Precision 3680 Tower with Premium CPU Air Cooler

We have a brand new Precision 3680 Tower with an Intel Core i9 14900 (not a K).  The fans in the front and to the rear of the chassis as well the GPU blower move a lot of air but are impressively quiet when idle.  Well done, Dell.

Surprisingly, the fan that is sandwiched inside the CPU cooler makes a mechanical noise louder than anything else in the chassis, even when the system is idle and the CPU fan is not working hard.  To give you an idea of what this sounds like, I found this video where a Dell laptop makes a similar sound

This is the first time we have had an issue with the CPU heatsink fan on a Precision workstation but it is also the first time we purchased a system with this style of CPU cooler.

Are the Premium CPU Air Cooler fans known to be noisy?  Or, does it sounds like there is something wrong with the particular one we have?

I'd have Dell replace the heatsink and see if that solves it.  First I've of any complaints with that style, so it may be isolated.
