Hello,
the xeon E3 is already the best cpu for it. The ram can go up to 64gb, so you could add another 2 x 16gb ecc modules. The psu is proprietary and I don't think the pinout is really disclosed... the 240W is already the max dell allowed for it.
The GPU is limited to a Low Profile one, 50w consumption, I think. You'll need to look for gpus using a single slot and small enough to fit + consuming 50w at most (to make an example a quadro p620 uses 40w ) , some examples are here

A list of GPU's to go with 240w PSU. Remember you'll need LP version.
Quadro's P400, 600, & 1000
Edited from PC Parts Bin:
Direct X 12 GPU's for modern rendering:
GT 1030 GDDR5
RX 550
RX 6400 Beats GT 1030. Can play games like Fortnite and Minecraft.
Direct X GPU's for previous decade rendering:
AMD R7 200 series (previous and branded from the ATI HD series graphics cards) Important - Check wattages and PSU requirements.
GT 710, 720, & 730
55w GTX 750
up to 50W Entry 3D cards (from the 3420 spec sheet):
AMD FirePro W4100
AMD FirePro W2100
NVIDIA Quadro K1200
NVIDIA Quadro K620
NVIDIA Quadro K420
Professional 2D cards:
NVIDIA NVS 510

Also, the 3420 is an SFF model, not a tower.
