M2 not booting

I am replacing the M2 in the tower.

But when I boot to USB it starts the process of installing the OS but then stops by giving me a Power error on both PCIE slots.

I narrowed it down to the inside front mounted PCIe holder.

But I had never had anything plugged into that and don't know.

My m2 is in the quick replace drive in the front or the NVMe Flexbay.

Any help as I really want to get this working again for my home server system.
