Yes, you can upgrade to a 180w GTX 1070 Ti. The Precision T5810 can support up to maximum of 225w for graphics. If not yet already, upgrade the power supply to a 825w PSU if your system is loaded with components and running multiple SATA/SAS drives. Otherwise, a 685w PSU is needed.

You should not have any problem with BIOS as the GeForce GTX 1070 Ti was/is one of validated graphics card for Precision T5810.
After the system boot up with the new graphics card, allow Windows a moment to install the driver. It should take less than 5 minutes. If the driver was not being installed automatically, you can manually download and install this driver from Dell Support site https://www.dell.com/support/home/en-us/drivers/driversdetails?driverid=fhgpf&oscode=wt64a&productcode=precision-t5810-workstation
