Dell T5610 not posting with graphics card installed

I have a dell T5610 workstation with dual e5-2630v2 processors, 128 gigs of ram, and a quadro k2000d. The issue is it will not post only when a graphics card is installed, I can tell it has without one by watching the diagnostic lights, with a GPU it stops at 1 2 3 and freezes before posting. I have tried the following:

Re-seating the graphics card

Re-seating ram

Re-seating cpus

A different GPU

another different GPU

A new coin cell battery

A new drive
