Dell Precision Tower 7920 top PCI-Ex16 for GPU?

Hello,

Can I use top of the case PCI-E x16 for GPU?

I want to fit 2x MSI RTX3090. One to Top of case another to bottom.

I will use external PSU for buttom RTX.
