Dell Precision T3610
I have a constant problem of which I pose this question. What do I do when the power button is pushed to restart and the computer turns off. Then, it becomes extremely difficult to get computer to power up again. The time frame is usually a couple of days or days at time. Is there a shorter way? I can correct this problem.

You can start with replacing the coin cell battery and clear CMOS via jumper.
Not much information provided to guess the issue. But, if it took long time to boot up, it could be corrupted boot drive or degraded RAID array. Run pre boot diagnostics for hardware issue.
