If the purpose was for Windows 11 requirements, you can simply install it straight away.  TPM 1.2 will be accepted without issue.

Correct, make an installer using Windows Creation Tool. Set boot mode to UEFI, enable Secure Boot, enable TPM (1.2). Disconnect ethernet if you prefer to set up local account. MS account(s) can always be added later.

Note that the new 24H2 will enable Bitlocker automatically. A clean install on a new drive is prefer over upgrade.
