motherboard has two sys fan header based on manual https://www.dell.com/support/manuals/en-us/precision-3650-workstation/prec_3650t_sm/system-board-layout?guid=guid-f7b1eb84-0c9d-4d7a-a03d-963321ee94fa&lang=en-us
the chassis looks like XPS 8930 so you can look for XPS 8930 front fan

it is the same front fan from the Aurora R5-7, with the included black plastic bracket, https://www.ebay.com/itm/164030438348
