Dell command configure 4.11.1.48_A00 and Dell 5860 with Bios 2.2.9

I'm trying to create a Bios package file using the configured settings applied to Bios. However the command configure application is unable to retrieve any of the bios setting. The application takes a long time to load and  hangs for about 1-2 minutes when you select "create local systems package" it does eventually come back but all the setting in the list are set to "Not specified". Things I have tried

Completely clean installation of Win 11 Pro

Reset the Bios to factory defaults

Older versions of the command configure application.

None of the above have any success in retrieving the BIOS settings.

I have tried the command configure 4.11.1.48_A00 on other Dell precision systems (5820 & 7740) and they all work fine. I can only assume something has snapped on the 2.2.9 Bios version on the 5860.
