7810 stuck in boot loop
The other morning I noticed my 7810 was offline. Then I noticed it kept powering off and back on. I thought maybe it was a corrupt update, so I booted into windows recovery and I uninstalled the most recent update.
I was then able to finally get my pc to load the desktop, then after a minute, the pc completely shut off and then powered back on and every time it would get to the end of the boot process and go to load the welcome screen, it would power off and back on again continuously.
I let the pc sit for a while unplugged and when It booted up, I was able to get to the desktop. So I decided to run a memory test. About 15 min into the memory test the pc turned off again and back on and has been in a continues power boot loop. When it shuts off, the power supply completely loses power and then turns back on.
I removed my gpu and my dell duo nvme drive and the pc will then stay powered on. As soon as I install ether card, the pc immediately goes back into boot loop.
I thought maybe my gpu might be bad, so I inserted the spare I have and the same thing happens with that gpu also. I even tried different pci slots and continues doing the same thing. I removed the card again and the pc will stay on.
Does it sound like my power supply might be bad?
I did notice that cpu 2 is pretty hot when I touch the plastic heat cover over the heatsink, but on cpu 1 it’s cold.

First try replacing the size 2032 CMOS battery if it's 5+ years old. Bad batteries affect BIOS and therefore PC operation. Boot loop is just one of the side effects a bad battery can cause.

@bradthetechnut Ill have to go to the store tomorrow to get one. I thought I had an extra battery and I don’t.
i did unhook the 2 internal hd I have for storage and I removed my gpu to reduce power from the power supply, and the computer did idle this time. I also removed all 4 memory sticks and left the gpu plugged in and left the 2 internal hd unplugged and the computer idle fine also, just had the amber light blinking letting me know a memory issue.

Worth a try: How to Perform a BIOS or CMOS Reset and Clear the NVRAM on Dell Computers
Might want to try a different GPU, like if you by any chance have a cheap lower level one laying around to test with. GPU's do go bad on occasion. Edit: Upon further review, I see you tried this one.
Let's make sure the PSU is still good: How to Run a Power Supply Unit Self-Test On a Dell Desktop or All-in-One Computer
Next thing to try is 1 RAM stick at a time to be sure that's not it.
Then I would ask how many watts is the PSU and what GPU is being ran?

Found a couple more articles:

Computer Restarts or Shuts Down Intermittently, Locks Up, Stops Responding or an Error Occurs One of the items mentioned is running diagnostics. It's in the F12 Boot & Diagnostics menu. As long as it lets you access or not freeze up on you.

I’ll try those and let you know. The psu is 825w and the gpu is a Nvidia GTX1060. This setup has been running fine for the last 5 months.
I did do some testing Friday night with unplugging the internals hd and removing the ram. Before the pc rebooted again, I heard the fans start to bog down and 1 sec later the psu lost power and turned back on again. Then while watching the green led on the back, I seen it flicker, then shut off again and turn on.
i did order a used power supply off eBay for pretty cheap, just swap out my current one, just to see if that’s the issue.

The psu is 825w and the gpu is a nvidia gtx1060. I installed the gpu 6 months ago and have not had any issues.

@bradthetechnut I’m unable to do any of those tests. The computer still restarts. I tried my old ram that I pulled out of my pc before I upgraded my memory and it still restarts.

Not sure why you're unable to do testing? Does the PC still restart if you try to access Boot & Diagnostics menu or BIOS?
The swear word was still in the first response, so I edited it to say "shut."
One time spell check changed "warehouse" to a word with the 2nd letter h and the 3rd o. Funny as it was (I didn't notice right away) it caught the attention of moderation and they edited it.
It's looking like a PSU change is a good idea. 825w PSU is definitely more than enough for your GTX 1060.

I can get it into the pre-boot test and in the middle of the test, the system completely loses power and restarts

@bradthetechnut the PSU should be delivered Thursday. So I’ll update this post if it solves my issue.
