Hi...
What is the difference between Dell T5820 Precision Tower and Dell Precision 5820 XL Tower XCTO ?
Do both have PCIe Gen 2 x1 ?
Can both be modified / installed with Windows 7 Pro ?

The CPU is old enough to support Windows 7, but if you're using this for a business purpose, rethink that -- beyond being subject to security breaches, if you have cyber insurance, the policy will almost certainly not cover you if you run that OS, which hasn't seen updates in over four years.
