Perform a hardware reset.  Remove the power cable, press and hold power button for 30 seconds.  Reconnecting power cable and boot test the system again.

If the issue is persisted, perform CMOS reset by following the instructions in this article  https://www.dell.com/support/kbdoc/en-us/000124377/how-to-perform-a-bios-or-cmos-reset-and-clear-the-nvram-on-dell-systems

Yes, if your 5820 has a 950w power supply.  There are two PCIe graphics cables attached on top of the black plastic PCIe holder.  Each has an 8-pin connector to be used with your RTX 2060 Super.

When your screen turned black during driver update, just unplug the video connector from the video card and connect to the next port.  That should re-establish the video signals to your monitor.

On other thought, if you are using Windows 10/11, the system should automatically detect and update your video card driver.  While it may not be the latest, it should be the best match and provide full performance from your video card.  A manual forced update might create issue as what you are experiencing.
