Data Migration from UNITY650F to PowerMAX8000

Hello, We want to migrate block data from UNITY650F to PMAX8K. What are the options available.

Is OR pull is the only viable method in this case. Does OR license comes with a new PMAX8K ?

What other methods are available for this kind of migration.
