Few Qs:
1. Which exact version are you using for the plugin + OVA etc?
2. Where did you take these artifacts from?
3. We need all the logs + conf files in order to make a better analysis

Did you check all networks are defined properly?
Also please note that you are using 1.31 patch1 (1.31.1), there was a patch2 release (1.31.2), perhaps you should give it a go... ViPR works with REST-API and that was not changed between patch1 and patch2.

Give it a go? Yeah ,I know there is two patch, but release 1.31.2 can not download for free.
I don't know how configure network is right. I just configure it like I was deployed release 1.32.1.
here is the log info, I am not sure you can access.

Data networks are used for all data transfers, including: SDC-SDS / SDS-SDS / REBUILD / REBALANCE. And you should have two for redundancy.
Can you find a way to post de logs?

1. We extracted the logs, but we need them in debug level, can you please perform the following and repeat the tests and send us the logs (only the logs please).
Edit the following file:
In Linux: /usr/lib/vmware-vsphere-client/server/configuration/serviceability.xml
In Windows: "C:\Program Files\VMware\Infrastructure\vSphereWebClient\server\configuration\serviceability.xml"
Add a <logger> tag under tag for sio plugin in debug level as follows:
…
Then restart vSphere client service.
Only the logs please, not the WAR/JAR files.

2. Can you check the state of the VMs where the MDM is being installed. Does it just get stuck?

I have retry to build the System that does't have a data path IP,only the management IP.Then it work. Is there another way to add data path IP.I have tried to break down the system. But I can not remove the Primary MDM , and also can not add a IP for the Primary MDM.

Add IP to MDM is supported from our latest version 1.32.1, which was already released (GA) but was not updated in the community page yet: ScaleIO
Are you sure that your ESX data networks are configured properly (vmkernel/portgroup)?

Successfully created means that it created them successfully with the inputs you wrote, but still could be that the input you inserted had some typo or wrong setup (e.g. wrong subnet mask used, or some other human possible error).
