OMSA won't install

Hi guys

I have freshly installed Windows Server core 2016 on Dell T420, then tried to install Dell OMSA, but nothing happens when I run setup, no installation windows or errors, just nothing. Nothing also found in event log. I tried with v10, v9.5 and v8.5, it is the same. Also same for cleanup utility. I tried to enable wow64 with dism, but it didn't change anything. OMSA was working with previously installed server core 2012. Maybe any ideas?
