22FYP SAS backplane - What does the control cable actually do?

I bought this backplane thinking to build a small storage bay / NAS unit. 

The SFF-8087 connectors go to the SAS controller, power goes to power... what does the 16 pin 0G95P6 cable actually do?

Is it actually required to use this backplane?

I don't have a Dell server, I have a backplane and am asking a specific question about that part.

I know what the cable is... I am asking what does it do, and is it required to use this backplane as a simple JBOD connection.

What are the signals on the 16 pin connector? What purpose does the cable itself serve?

it is a power cable that delivers power to the backplane.

@Dell-Martin S​ The 10 pin connector is for power. 

The 16 pin connector is what I am inquiring about.
