Can you ping the 192.168.1.15 address? If not check if you hook up a cable to the port with the wrench symbol.  An iDRAC can be configured to use the dedicated ethernet port(the one with the wrench) or using the first LOM port and shared with the OS(i dont like that).

If you have this sorted out we can start dealing with the old SSL.

Ok.  When using a 18year old peace of HW you should 17Y old Software too. Get a old Firefox portable or check the iDRAC config option is there a way to disable SSL and only using Port 80(non encryption).

If you have cURL or wget handy (also exists for Windows) use this to see whats comming back when try to access the iDRAC.  The browser sometimes cant give you information whats going wrong.  Did you just get a black page or does the browser returns a message?

We also have PE2900 in the past... if you go back config menu by pressing CTRL-C what is configured "Dedicated" or "Shared"? Please use "Dedicated" and be sure to plugin the cable into the right port(wrench symbol).

If you have a Linux/Windows already installed we can try to task to the (i)DRAC trough the OS with the help of "racadm" (iDRAC Tools). There we can try to restart idrac and verify the settings also.

If nothing comes back are you 101% sure that youre speaking with the right device and not with a different (duplicate IP) one?

@Origin3k Yes i am speaking with the right since i changed the ip addres to 192.168.1.13 so i can check if its duplicate and its not and also now  i cant put it to be dedicated in the drac settings it only lets me to select shared or faliover
