PowerEdge T110 II fails to boot.

I am experiencing an issue with my PowerEdge T110 II. When the system powers on, it does not display any image, and the front panel shows the number 2

The first thing I would try is reseating the monitor, and if you have another available, try a known good monitor. After that I would suggest taking the server to its minimum to post configuration. Minimum to post on the T110 II is removing everything internally and externally from the server but the following;
 
  • System Board
  • Processor with Heatsink
  • 1 DIMM in slot 1
  • Power Supply
  • Control Panel and Cable

If the server posts under that configuration then I would power down and individually reinstall the removed devices individually until the issue reapears, identifying the cause.

The system health indicator is blue, and the light stays on number 2. I waited for an hour, but nothing changed

Yes, I've removed all the expansion cards, but nothing changed.

With the expansion cards removed, have you powered down the server, removed the power cables, and drained the flea power by holding the power button down for 20 seconds? If so then what I would suggest is to first check the slot for debris or damage. If there is none the I would suggest, if available, to try swapping the motherboard from another known good T110 II in this system. The reason I ask is the error occurs with nothing installed so the issue is likely tied to that slot itself.
