Dell R640(E560F) Intel X550 4-port OCP firmware update partial failure - 2 ports stuck at 20.0.8

**Issue Description:**

I have a Dell PowerEdge R640 with a 4-port Intel X550 OCP network card. I'm experiencing a partial firmware update failure where only 2 out of 4 ports can be updated to the latest firmware.

**Hardware Details:**

- Server: Dell PowerEdge R640 

- Network Card: Intel X550 4-port OCP (rNDC)

- Current Firmware Versions:

  - eno1 (19:00.0): 23.0.8 ✅ (updated successfully)

  - eno2 (19:00.1): 23.0.8 ✅ (updated successfully) 

  - eno3 (1a:00.0): 20.0.8 ❌ (update failed)

  - eno4 (1a:00.1): 20.0.8 ❌ (update failed)

**What I've Tried:**

1. Dell DUP firmware update - partial success (2/4 ports)

2. Intel nvmupdate64e tool - same result 

3. iDRAC firmware update - failed with SUP0550 error

4. CSIOR enabled and reboot completed

5. Physical PCIe reset and driver reload

**Error Messages:**

- iDRAC: "SUP0550 - NVM write failed"

- nvmupdate64e: "Update failed - An error occurred when updating a firmware module"

**Questions:**

1. Is this a known limitation of OCP X550 cards where ports are grouped separately?

2. Has anyone successfully updated all 4 ports on similar hardware?

3. Are there any OCP-specific firmware update procedures?

4. Should I use EFI shell instead of Linux tools?

**System Environment:**

- OS: Proxmox VE (Debian-based)

- iDRAC: [your version]

- Current driver: ixgbe

Any guidance would be greatly appreciated!

if this system was in my possession, I would:
boot to F2>Devices> go into each nic port and set to defaults. exit and reboot. 
on the reboot, before OS loads, I would shut down system and pull power cords. 
next, I would use idrac to load a fw version that is between the 2 versions you have now, so that the higher versions get dngraded and the lower version gets upgraded. 
Cross fingers that it works. if it still doesnt work, I would think the card is bad.
