please help to solve this problem

Remove the Card in slot 4 and see if server is now booting. Try to insert the Card in a diffent slot or better riser. If the problems persists than swap the card against a new one.

Your PCIe slots are numbered (check the back of your server) and IIRC #4 is the bottom one. Remove the card and see if server boots now.
