I've been managing/installing Dell servers exclusively for almost 15 years and this is a new thing since 15G+ servers using latest BIOS. In addition to removing the IPMI privilege's to permit manual fan control, the default controls are now on "All JET, All the time". You can't even manage the thermal response to 3rd party hardware properly anymore and even the 'Performance Per watt' setting is super obnoxious. Older BIOS seem a little quieter.
I stopped at 15G and probably will not be buying again until I have assurance that at least some kind of compromise is done. I understand that some people were abusing the manual fan controls but still, the current situation has nothing to do with temperature.
The last 15G (R7525) that I purchased for a client is in a room that is 15C (59F) intake, ALL the temperatures in in the 20C range and yet, with NO disk installed, just booting the Dell image of ESXi will raise the fans to 60-66% and it will stay there forever even after install in normal operation.
This is not a problem in a datacenter but it is in most SMB.
