Increasing Fan Speed on a Dell Poweredge R430

hey-

Looking for find a propitiatory software or any third party software that will work on Dell Servers to allow the ability to increase the Fan Speed. I have a few other non-Dell Servers that I used SpeedFan and it works great but for some reason it is not working on a Dell... 

I cannot access the BIOS because the machine is on a remote location and we won't have someone on site anytime soon and the CPU is extremely hot and would like to have the ability to increase the fan speed to see if that will help.
