Dell 1920W UPS management card

I have a pair of 1920W UPS's. One I am able to get into the management card with no issues, the other I can not access the rs-232 port on the management card, nor can I access the network port. Here are troubleshooting steps I have already gone through. I have replaced the cables connecting to each port. Both ports I get link lights and activity lights with cables plugged in. I have pinged every IP on my subnet and then run a arp -a and the MAC address never shows up I have connected to the rs-232 port and can not get any response. I have tried a couple brand new cables and a couple different machines. When I remove the management card and reconnect it to the UPS with the cables connected I get feedback in the terminal session telling me that the card is starting up but never responds to any keyboard strokes after. Since I am getting link lights, activity lights, and output from the rs-232 port when th ecard gets plugged in, I feel like the card must be good.....but I still cannot connect. Any help would be appreciated.

Hello

It sounds like the card is faulty, the NMC does not appear to be completing initialization. I would swap the cards for testing to determine if it is a problem with the card or the slot/UPS.
