Will a GTX 1650 work on an optiplex 7060 mt?
I am planning on upgrading my gpu from a 730 to a 1650 but some close friends say that it's a bad idea because of the size of the card and voltage issue. What do I do?

Not all cards are the same size or have the same design - it will depend on the specific card and on the capacity of your power supply. The 260W power supply is probably undersized for that GPU, but the 380 W unit should be able to handle the card, assuming it has the connectors if you purchase a card needing a separate (from the PCIe slot) power connection.

Regarding psu there is no problem for most GTX 1650 which do not require a discrete 6 pin PCIe connector. 7060 MT stock psu 260w is sufficient to handle it. Dell oem GTX1050 (4 GB) validated for 7060 MT has same 75w TDP as GTX 1650. I am using a GTX 1650 GDDR6 on my Optiplex 7070 and it works without an issue, even with the PC being the SFF variant, that is more power and size constrained. The 7060 isn't all that different.

Since you have the MT, PSU options are either 260 or 360W according to dell so, it should be fine even at full load.
