Am familiar with OptiPlex 7060 tower but never have experience the issue of losing internet from hard drive spinning up. In order to provide accurate resolution, additional info is needed.
If you can share the troubleshooting method you used for determination of the causes and the reasoning of how physical and/or electrical from a hard drive would have such impact. Also, which type of internet you are referring to, wireless internet or wired ethernet network?

Thanks for responding. I tried running Dell's troubleshooter. However, every time it reaches 23%, it results in an error. I have a solid state drive, so I believe the fan is revving up at times, during which time I get disconnected from the internet. I am using wireless internet, but I will try ethernet to see if I get a different result.

So, it wasn't the hard drive fan spinning up but the chassis fan caused the wireless internet to disconnect?
On the 7060, wireless card is installed on the M.2 slot near the front chassis fan. Physically check to see if the antenna leads are securely attached. Other than that, the fan motor does not interfere with 2.4 GHz or 5 GHz bandwidth using by wireless internet. A wireless mouse, in some rare cases, could cause interference.
