OptiPlex 5070 Bios Update Exit code 2 { Reboot Required }

I have a couple  Dell OptiPlex 5070  that refused to update there firmware it throws an error code  exit 2 reboot required. I have tried forcing the reboot , I've tried using Dell command to flash the bios but each time the machine will reboot and never kick off the update. Have any one seen this issue before and, have a solution?

• some key notes this device is currently flashed to 1.21 I'm trying to upgrade it to 1.32  
• this isn't happening to every device  some have upgraded just a handful having the issue 
• updates are being pushed via sccm using  MDM  modern Bios management .
• updates are being pushed remotely
