Optiplex 5060 PSU emits constant ticking noise when powered OFF or SLEEP. Dell support claims this is normal.

I have a Dell Optiplex 5060 SFF that runs great (and silently!) but when powered off or put to sleep, the PSU emits a constant "tick tick tick tick tick" noise, steady and forever as long as the power cord is plugged in. I have verified that no fans are running during the powered off state. There are no spinning hard drives in this machine. The noise is obviously coming from inside the PSU coils or similar. It might not be noticeable in a busy office environment but as my main system at home it's enough to drive me crazy.

I have updated all drivers and the BIOS is up to date as well. I have tried adjusting Power Options in Windows 11 such as turning off fast boot, hibernate, etc. as well as adjusting the power saving options in the BIOS setup menu to no avail. (Perhaps there is a BIOS power setting I missed? Let me know what you think.)  

Here's the strange part. I contacted Dell Support explaining the issue and I got this official response:  

This is not a known issue. This is an expected behavior with high-efficiency PSU. The clicking noise is a relay operation in the high-power and high-efficiency PSU. The relay is part of the power-saving design when turning on or turning off the PSU. The relay turns on or off to produce a metal clicking sound.

I highly doubt this is true, because first; Isn't having a PSU relay that turns off and on constantly when the machine is supposed to be powered "OFF" the opposite of efficient and power saving?  

And second, between work and home I run an Optiplex 7070, 3060, 990, and an XE3 all with completely silent PSU's.

So I asked the Support Rep if they could help me purchase a compatible replacement PSU, here is their response:

I can, but this is not a hardware problem. Allow our expert to assist you in resolving this, and if you continue to experience problems in 72 hours, we will refund the software service amount and allow you to order the PSU.
This is a very strange and confident response from Support, considering that others have reported similar PSU ticking problems with no explanation.  
Does anyone have similar experience or other things I should try?

it is a manufacturer defect of the oem psu, which otherwise still works.  considering your unit may be outside warranty time window just get a new replacement and look for a reliable seller that offers limited warranty.

either the 200w psu or the higher 260w for 5060 MT would fit and work for 5060 SFF
