Optiplex 5055 AMD B350 strange boot issue
got a used B350 PC
I was able to boot into the existing Windows 10 Admin account login screen. I do not know the password. I then boot from Windows installation media USB and erased the HDD, and try to clean install new Windows. The install apparently was able to begin like any other normal PC but did not complete when I walked away and came back. I had a blank screen. So I thought let me do it again. After that I can no longer boot from installation media.
It restarts each time after trying to load Win 11 or 10 installer from USB or DVD.
I replaced ram and hdd, no difference.
I replaced cmos battery and cleared cmos, no change
strangely pc is stable to stay on BIOS screen
also rock stable when boot into pure DOS mode.
so I do not think it is a CPU overheating issue causing restart.
something strange of the AMD CPU and fails. Yet it was working less than 24 hr ago when loading the old Windows 10 (which I erased later).

one user reported downclock ram to 2133 that helped. this makes me think the restart is due to memory speed compatible issue.
I updated bios. This is my solution found. Now the Windows 11 installer is able to launch without restart. will report back if I can install Win 11 successfully.

another user had almost same report: I just setup my system. POST is OK.
But when installing windows from USB flash drive, both win 7 and 10, the installation kept rebooting.
System booted up by USB flash drive. And screen show loading files and followed by windows logo. But just after that, with a flash on the screen, system rebooted. And booted up with USB again. Keep looping like this.
