Optiplex 3080 shows occasionally Dell logo and "Please wait"

OptiPlex 3080 Micro
Occasionally My Dell Optiplex 3080 gets stuck showing only the Dell logo and "Please wait"
after 1h still "please wait"
no activity on the LAN or the disk light
So I power cycled it and it switched on normally
The Dell Web Diagnostic claim that all is ok and the drivers up to date
I haven't installed any software or hardware for months
Any ideas?

I find Windows 10/11 boot up introduce a new set of user experiences. There are much more frequent updates during down time or not which need to be installed and settings adjusted, frequently honing itself or mutating in the name of security.
With that comes user perceived decrease of instant boot accessibility. There goes “please wait” from time to time. It does not faithfully reboot without hesitation every time because it is not a constant rock but a living machine that mutates.

that happens to other desktop too. It is a Windows loading issue.
I had a Dell pc that I shut down before Windows fully loaded
next power on it begins to say automatic repair, which I know would not work
so I shut it down quickly again
on next power up, the "please wait" appears, which imo is better than "automatic repair"
and it then loaded Win well without error

Thanks @redxps630 I just cannot understand why Win11 should balk. I didn't install anything. The computer was shut down by me orderly the evening before and with plenty time to save whatever win insists to save when all apps are properly exited and closed ... there were no pending updates according to Dell Diagnostics. Most of the time Win11 seems to behave as well as win tends to behave, and then "Please wait" on startup again ...?
