My pc won't boot after I tried installing tiny11

think it's because I accidentally formatted the hard-drive with windows 10 installed. but I'm getting an error code that says follow instructions on screen yet nothing appears and whenever I plug In a keyboard to any USB port it throws up a error code on the numbers on the front. Every time I hit run diagnostic it freezes on the boot menu and won't boot past bios

if you still want to try install tiny 11, first wipe the hdd by deleting all existing partitions. You can make a Windows 10 or 11 installation media on a USB flash drive by using Microsoft website and boot from usb. Choose custom install mode and delete all partitions on hdd. You don’t need to proceed to install Windows after that. This will wipe your hdd.

Oh I forgot to say I know almost nothing about pcs so it might just be something small im overlooking yes I've tried other keyboards and different ram and hard-drives and display ports

if the hdd is corrupted due to inadvertent format, try first uninstall the hdd.

Is OP able to power on pc and immediately press F2 or F12 to bring up BIOS or boot menu screen?  Is keyboard responding on bios or boot menu?

If not,
try replace your Optiplex coin battery with a new CR2032.  First unplug power cord, try remove the old battery and let pc sit for 30 min.  then replace w a new battery.

I know very little about tiny 11 and how to install it. If OP question is how to install and run tiny 11, we need a volunteer who knows more on this topic.

Optiplex 990 motherboard has a RSTRCT jumper to allow clearing of CMOS.  If PC cannot past Dell logo screen, try clear cmos.

Tiny11 is an unofficial, stripped-down version of Windows 11 designed to run on older or less powerful hardware. It has gained popularity because it removes many of the resource-intensive features and components of the standard Windows 11 installation

I edited my earlier response. first uninstall hdd and try to use F2 or F12 to enter bios or boot menu and test keyboard responsiveness.  

If question is how to correctly install and run tiny 11, need another volunteer to help.

@redxps630​ the keyboard is 100% responsive and I think the main problem I'm having might be because I formatted the original hard-drive on accident that had the windows 10 software which might have messed it up but I'm not sure
