I have a dell optiplex 3040 micro and sometimes it's blinking white and yellow light when I connect the power adapter

@BlackSpireB That indicates a TPM detection failure. Have you tried leaving the system connected to the power after you shut down? It is possible that when connected to power the system tries to boot and the TPM failure occurs whereas leaving the power connected allows the system to do a proper startup.

@JOcean thank you, I figured out that the problem was with the adapter because the adapters capacitor was down
