bottom half of my monitor is greying in and out

I am using an OptiPlex 7760 all-in-one and all of a sudden today the bottom half of my monitor is greying in and out a few seconds at a time, I rebooted to no avail, I checked if there are any updates, but non, is this a sign that my video card is staring to fail?
