BIOS Update
Hello.
I updated my BIOS (OPTIPLEX 9010) From A13 Version to A30. Before I did, I made sure to do what the warning pop up told me, such as closing unnecessary applications (even my anti-virus, in my case, Avast.) I also disconnected unnecessary peripherals such as headphones/wifi.
Back to bios update, when I proceeded, so did the updates and surprisingly the update was quick, well not entirely, I am stuck with the screen "BIOS Update successful. Rebooting your system" & a 100% progress bar (Flash Progress) It's been roughly 30 minutes and it's kind of bothering me, is this normal?
Reassurance would really help me, thanks! I don't really want to perform any actions such as force rebooting the PC or anything that involves cutting off the power of the computer.

There is no reason for a reboot to take over 10 hours. You should power off and restart your system manually. Very likely that it will boot because the message that BIOS update was successful. It was just something that stall the reboot command as sometimes it occurred during a Windows reboot.
Just temporarily disconnect every thing that was connected to USB ports except for mouse, keyboard and reduce to one monitor if using multi-display setup.

we usually recommend small incremental stepwise flash of bios. A13 to 30 is a big leap. If the bios flash stalls it is risky and board may be bricked if you power it off.

@redxps630 Hello.
I am unsure what these are, but let's say the version I mentioned above is wrong, let's put our focus in the problem. I still didn't do anything after these past hours, and I am still hard stuck in screen "BIOS Update Successful. Rebooting your system" along with a 100% flash progress bar. It is not booting, and I need it to boot. So what could be the problem and fixes I can conduct?

@redxps630 You're right, you do have a point, I also thought about that, thanks for the statement, until now, I haven't done anything to the computer yet, still updating and I plan on leaving it like this for longer. I do hope everything will be alright though. 👍
Speaking of Flash Stalls, it didn't get stuck in some sort while rebooting did it? Because that'd be a problem.

@redxps630 Does waiting longer worsens the problem? I can't really wait forever so I am unsure what to do. Any help you could advise me with? It's been 11 hours or so, what should I do?

@Chino de Oro Thank you! It booted and I can use just fine again, I checked the bios version if the flash update was successful and it was. :))
