7070 sff - cpu fan rampa up after upgrading PSU

Hi, I recently got a used optiplex 7070 sff

core i3 9100

no ram

no storage

I installed 2x8 GB of HP 3200 MT/s ram (running at 2400 MT/s due to i3 and chipset limitations) and everything works fine with the stock L200EBS-00, I mean I can enter bios bc no OS and the pc isn’t overly noisy.

I want to install an i9 and an RTX LP in the future so I replaced the 200w with a 460w dell L460EBM-00 (listed as compatible with the optiplex 7070), I checked the pinout, the voltages and they match.

But I soon as I turn on the system, cpu fan goes wild, I am afraid it could fry the system so i put the 200w back on and system behaves normally.

What could be the problem? Thanks in advance.
